Juan Cartagena, Esq., is General Counsel and Vice President for Advocacy to the Community Service Society, where, as a civil rights and constitutional law attorney, he represents poor, underserved communities in New York and New Jersey primarily. Juan has litigated voting rights cases on behalf of Latinos in the state and has been active in community mobilization efforts within New Jersey’s Latino community, including Puerto Rican cultural preservation efforts. A former Municipal Court Judge in Hoboken, Juan lectures at Rutgers University in New Brunswick. Juan received his B.A. from Dartmouth College and his J.D. from Columbia Law School. At the urging of the HBA-NJ, Juan was appointed to the New Jersey Governor’s Blue Ribbon Advisory Panel on Immigrant Policy in 2007. A resident of Jersey City, Juan has written extensively on voting rights, constitutional law, criminal justice, and language rights issues.
